Roland Gagnier Mr. Gagnier has worked in real-estate development and as a development consultant to elderly and special-needs, housing projects since 1980.  His resume reflects multifamily-housing projects completed with the HUD and FHA financing programs of Section 202, Section 811, Section 221 and Section 232/223(f), HOME and McKinney.  Mr. Gagnier's work in federal programs continues along with various state and local financing instruments.  Mr. Gagnier has personally been involved in the development of more than 200 housing projects around the country.  He is a graduate of the College of the Holy Cross in Worcester, Massachusetts.
